Silverstein Properties Regional Center

Silverstein Properties Regional Center LLC ("SPRC") is an affiliate of Silverstein Properties, Inc. and is located in Downtown Manhattan. SPRC provides opportunities for international investors to fund projects that are anticipated to enhance the local community, improve the economy and create jobs to satisfy the requirements of the EB-5 Program.

SPRC was designated as a regional center by USCIS on April 2, 2014 and will primarily be affiliated with projects that are developed by affiliates of Silverstein Properties, Inc.

What is a Regional Center?

In 1992, Congress created an EB-5 visa category that sets aside 3,000 visas each year for foreign entrepreneurs who invest in commercial enterprises affiliated with "designated regional centers."  Regional center designations are granted by USCIS and investors in a project affiliated with a designated regional center can count both "direct" and "indirect" jobs for purposes of the EB-5 Visa Program.  Regional centers may only be affiliated with projects that are located within a certain geographic area.

SPRC is located in the heart of New York City, which is a global financial, medical, entertainment, technology, fashion, education, media and cultural destination.

SPRC is affiliated with projects that are anticipated to comply with the requirements of the EB-5 Visa Program, as administered by the United States Citizenship and Immigration Services (“USCIS”).

Silverstein Properties, Inc. was founded in 1957 and has developed, owned or managed more than 35 million square feet of office, residential, hotel, and retail properties and the firm currently has more than $10 billion in development underway.

Investors’ EB-5 capital contributions are held in a bank escrow account until escrow release conditions have been met.

Before You Arrive

Investors are free to choose their own counsel, but SPRC and the investor's migration agent can provide a list of immigration lawyers to assist in evaluating an investor's eligibility for the EB-5 Visa Program.
The investor's lawyer will evaluate an investor's background to better understand an investor's needs, guide the client through a document checklist and assist the client in completing application forms.
Once the application is ready, it will be submitted by the investor's lawyer, who should also keep the investor updated on the status of the application. The investor's migration agent may assign an assistant to each client, who will be responsible for keeping regular contact with the investor during the processing of the application. These assistants can also help prepare additional documentation required by USCIS.
The investor's migration agent may be able to arrange an exploratory visit to the United States, including visits to potential residences.
The investor's lawyer and migration agent may hold in-person interview preparation sessions, which allow the investor to prepare for common interview questions.

Upon Landing

The investor's migration agent may be able to have a representative meet the investor at the airport upon arrival in the United States and arrange transportation.
The investor's lawyer will prepare his or her citizenship application, and the investor's migration agent may provide assistance.
The investor's migration agent may be able to provide consultation to clients for further immigration applications, such as sponsorship of or application for a relative's temporary visitor visa.
The investor's migration agent may be able to assist with enrollment of the investor's children in schools in the United States.
The investor's migration agent may be able to assist with the purchase of temporary medical insurance.
The investor's migration agent may assist clients with banking services, such as opening a bank account in the U.S.
The investor's migration agent may be able to recommend advisors that can assist with tax planning.

Post-Landing

The investor's migration agent may provide employment news and assistance through local agents after the investor has relocated to the U.S.
The investor's migration agent may be able to recommend lawyers to assist with business formation, litigation, and other legal issues.
The investor's migration agent may be able to arrange English language instruction through an educational institution or private tutor.

Larry A. Silverstein is the Chairman of Silverstein Properties, Inc., a Manhattan-based real estate development and investment firm that has developed, owned and managed 35 million square feet of office, residential, hotel and retail space. The firm currently has $8 billion worth of development activity in the pipeline.

Mr. Silverstein is a member of the New York Bar and a Governor of the Real Estate Board of New York, having served as its Chairman. He has served as Chairman of the Realty Foundation of New York.

A 1952 graduate of New York University, Mr. Silverstein served as Vice Chairman of the NYU Board of Trustees, where he continues to serve as member of the Board of Trustees for the New York University Langone Medical Center. He is the Founder and Chairman emeritus of the advisory board of the NYU Real Estate Institute. As a Professor of Real Estate, his “Silverstein Workshop” became one of the most attended and informative educational sources for learning real estate development and investment analysis.

Mr. Silverstein donates his time and resources to support many philanthropic endeavors. He has served as Chairman of the Board of UJA-Federation. He is a founding trustee of the Museum of Jewish Heritage in New York and has served as treasurer of National Jewish Health in Denver.

Mr. Silverstein contributes his time and resources to organizations that are dedicated to education and medical research, meeting humanitarian needs and supporting the arts. Mr. Silverstein currently serves as a board member of the New York Philharmonic. He is a classical music enthusiast, a passionate yachtsman and a dedicated New Yorker. Larry and Klara Silverstein have been married for fifty seven years and have three children and one son-in-law, three of whom are executives at Silverstein Properties. X

Mr. Burger is the Chief Executive Officer of Silverstein Properties. He also leads Silverstein Propertries' acquisition and business development efforts in the U.S. and abroad. Prior to SPI, Mr. Burger was President and Chief Executive Officer of Artisan Real Estate Ventures, a company he founded in 2006 where he managed and oversaw the acquisition and management of about 2,000 residential rental units around the Las Vegas valley. Mr. Burger also spent 15 years at Related, serving as President of Related Las Vegas and Executive Vice President of The Related Companies, L.P. Mr. Burger received a Bachelor of Science degree in Economics from the Wharton School of the University of Pennsylvania. He is a member of the Urban Land Institute and the International Council of Shopping Centers. X

Mr. Leor Siri is the Chief Financial Officer of Silverstein Properties Inc. (SPI). He oversees the accounting, tax, treasury and information technology department which supports the company’s various activities.

Prior to joining SPI, Mr. Siri was the CFO of a privately held real estate company whose focus was to own, develop and manage private label hotel brands, residential and mixed use properties; the CFO and member of the investment committee of Seavest Inc. a real estate management firm that developed, financed and operated real estate and healthcare properties across the United States with a portfolio of more than 2.0 million square feet; and, was the Chief Accounting Officer and Director of El Ad Group, Ltd., a real estate company with assets totaling approximately $4.5 billion. Mr. Siri also worked for approximately 10 years with Ernst & Young, as a senior manager in the real estate group.

Mr. Grasso is head of business development and investor relations for the Silverstein Properties Regional Center. His work also includes evaluating, financing, and executing acquisition, development, and corporate investment opportunities in North America, Europe, and Asia.

Prior to joining Silverstein Properties, Mr. Grasso worked in the portfolio management group at ING Clarion Capital. Mr. Grasso's experience spans all property types in addition to capital market expertise including equity syndications, CMBS, CDOs, and high yield whole loans. Mr. Grasso holds a Bachelor's of Science in Finance and Accounting from the Martin J. Whitman School of Management at Syracuse University. X

Mr. Pazich assists with Silverstein Properties' development, acquisitions, leasing, finance, and operations activities. Prior to joining Silverstein, Mr. Pazich was an associate in the real estate group at Skadden, Arps, Slate, Meagher & Flom LLP, where he worked on a variety of real estate sale, acquisition, financing and restructuring transactions. He is a graduate of the University of California, Los Angeles and the University of Southern California Law School, where he was a member of the Southern California Law Review. X

Mr. Zhang is responsible for project accounting on the various real estate developments of Silverstein Properties. Prior to Silverstein Properties, Kevin was with HSBC in the bank’s residential mortgage division. He graduated from the State University of New York at Buffalo, where he studied Finance and Business Administration. Kevin was born in Xi’an, China and immigrated to the United States in 1991. He currently resides in New York City. X

Elina assists Silverstein Properties' General Counsel on a variety of legal issues relating to real estate, intellectual property, and contracts. Prior to joining Silverstein Properties, Elina worked as a managing paralegal in a small midtown Manhattan commercial litigation firm. Her responsibilities included drafting legal documents and researching key legal issues dealing with product liability, toxic torts and New York practice and procedure. She earned her B.B.A in Finance from CUNY Baruch College, Zicklin School of Business and is a Juris Doctor candidate for graduation in June 2018 at Brooklyn Law School. X
